Inspirational Public Art: What is It?

Too often, art is for the artist and the art community, even public art! Why not public art for the public?  Public art should be for the public, selected by the public, and inspire the public in some way. It should make us feel good about living, working and playing in the place we live in. No?  What do you think makes up inspirational public art? Some art makes us laugh, some makes us think, some we just wonder what the heck the artist had in mind. You put your own personal a one-word or one-line statement to each expression of public art.
